Priorities and principles for effective third party assessments
OpenAI sets out four priority areas for independent third-party assessment of frontier models: safety cases across training, evaluation and deployment; critical safeguards, including misalignment monitors and chain-of-thought monitoring; capability evaluations for Preparedness risk categories (chemical/biological, cybersecurity, AI self-improvement) and alignment evaluations; and independent investigation of misalignment incidents, citing the Hugging Face incident. It also defines "safety claim" and "safety case". Seven principles cover scoping, proportionate access, transparent methodology, independence and conflicts of interest, security and confidentiality, time to remediate, and responsible publication with redaction policies. It matters as a concrete statement of what a lab will open up to outside assessors and what standards it expects of them.
